Mouloud Boumghar is an associate professor of public law at the University of Picardie-Jules Verne, a member of the CURAPP (UMR 7319) and an associate member of the CRDH. He has been director of the CRDH’S electronic journal Droits fondamentaux since 2009. He is the author of numerous contributions in the field of the international law and in the field of the international and European human rights law, including Une approche de la notion de principe dans le système de la Convention européenne des droits de l’Homme, Paris, Pedone, on 2010 and, in collaboration with Emmanuel Decaux, Les tendances récentes du droit des peuples à disposer d’eux-mêmes.
